Learning Outcomes Improve in Egypt

• While most countries experienced test score declines during COVID-19, Egypt bucked this trend
• PIRLS data shows a remarkable 48-point increase from 2016 to 2021 = 2 years of learning
• Gender disparities narrowed, with boys enhancing scores notably
• Increase is confirmed using a model that analyzes the change in student achievement in 2021 by predicting the deviation of the most recent 2021 results from an estimated linear trend in reading achievement using data from all PIRLS rounds – that is, controlling for school closures
• Estimated that 1/3 of the progress could be due to policy reforms
